BWD Help Hub
As lockdown restrictions are eased, partners in the BwD Help Hub are continuing to work together to support local residents to move forward with their lives in a variety of ways. The local partnerships set up to support people during the Coronavirus crisis can continue to help people with:
- finance, benefits and debt management
- mental health support
- wellbeing and loneliness
- learning, training and employment
- getting online and using technology
- access to food and essentials.

Bin collections
All bin collections are currently running as normal across Blackburn with Darwen.
However, to allow this to continue we’re asking residents to take simple steps to help.

Building closures
The following council buildings will be closed until further notice:
- 10 Duke Street: re-opens w/c July 13th.
- Audley Neighbourhood Learning Centre
- Bank Top Neighbourhood Learning Centre
- Blackburn Leisure Centre
- Blackburn Library: reduced hours from 6th July
- Blackburn Museum and Art Gallery: re-opening 15th July
- Blackburn Town Hall: The front desk at Blackburn Town Hall will be opening on a restricted basis during the w/c July 13th.
- Cherry Tree Library
- Darwen Library: reduced hours from 13th July
- Darwen Library Theatre
- Darwen Leisure Centre
- Darwen Town Hall: re-opens w/c July 13th.
- King George’s Hall
- Mill Hill Library
- Roman Road Library
- Turton Tower

- Witton Park Café
All council services and facilities are being reviewed daily in-line with Government guidance.
King George’s Hall and Darwen Library Theatre
Staff are currently working to reschedule show dates due to take place during March and April.
The venues box office teams or Ticketmaster will contact anyone with tickets for rescheduled or cancelled shows as soon as possible.
Our customer service teams are extremely busy and your patience during this difficult time is greatly appreciated.
Pest control services
We have suspended all house visits for our pest control service.
Our trained team will still be operating outdoors and will be undertaking preventative work, including sewer baiting.
They will also be available to offer residents and businesses advice over the phone.
Travelling by taxi
We’re urging you all to stay home, but if you do need to travel by taxi to pick up essential food or medication, here’s some top tips to help keep you and the driver safe:
- You should not travel if you are feeling unwell with symptoms of Coronavirus
- You will be asked when you book a taxi if you have any of the symptoms

- If you become unwell during the journey, your driver will take you home
- Please take some tissues with you just in case
- Please wash your hands for 20 seconds before and after each trip
- We’ve contacted all of our licensed drivers to offer them help and advice – this includes disinfecting all areas that are regularly touched.
Direct debits and season tickets for home to school transport
In light of the school closures due to coronavirus (COVID-19), we will be arranging for direct debit payments and card payments for season tickets for home to school transport to be suspended until further notice. Please do not cancel your direct debit. Find out more.
School appeals
Please be advised that school appeals have been postponed due to Government guidance.
Parents and carers have been advised directly and information has been published on the Council website. Find out more
