Zero tolerance to litter louts!

All owners of cars who are seen littering in Blackburn with Darwen will now receive a Penalty Notice (PN), following a successful pilot which saw 47 PN’s issued.

The pilot started in June 2023 and saw council officers and CCTV monitoring cars who littered as part of a new crack down on anti-social behaviour.

The PN is issued directly to the registered owner of the vehicle and costs £75.

The most common types of litter from the pilot were cigarette ends as well as more substantial litter such as takeaway packaging.

Councillor Jim Smith, Executive Member for Environment said:

We will not tolerate litter louts in our borough and are sending a clear message that we have and will continue to act against those who do. We have an army of volunteers who work tirelessly to keep our streets free from litter and I thank them for their work. We will ensure that we continue to utilise every option possible to keep the borough clean.

If the recipient of a PN wishes to appeal it, they can make representations to the Council. If they are still unhappy with the outcome, they can appeal to the Traffic Penalty Tribunal.
