Have your say about the borough’s highway and transport services

Residents are being asked to take part in six surveys designed to capture views on everything from the state of roads and footpaths to the quality of cycling and walking infrastructure.

The National Highways and Transport Public Satisfaction Surveys are released every year and this year 100 local authorities in England and Scotland, including Blackburn with Darwen will be taking part.

The survey, which is being run for the 19th year, is the largest collaboration between Local Authorities, offering the opportunity to compare results, share in best practice and identify further opportunities to work together in the future.

This year there are six surveys, which will ask questions to residents on the following topics:

  1. Accessibility
  2. Walking & Cycling
  3. Public Transport
  4. Road Safety
  5. Tackling Congestion
  6. Highway Maintenance

By responding to these surveys, residents can help inform our teams where they should be making changes to improve important services in the borough. As the surveys take place annually, the council can also compare the results from previous years to identify any positive and negative trends. Everyone who takes part in the surveys will answer the same questions.

Councillor Quesir Mahmood, Executive Member for Growth and Development and Deputy Leader for the council said:

“Your feedback plays a vital role in shaping how we improve our highways, and we want to make sure your views are reflected in the decisions we make.

“These surveys will help us understand exactly where residents feel improvements are most needed to support day‑to‑day travel around the borough.

“We’re keen to hear from as many people as possible.”

The questionnaire will be sent to a minimum random sample of at least 3300 of Blackburn with Darwen Borough Council’s residents by post, where up to 2 people from the household can respond. However, all residents can take part by visiting our website.

The closing date for the surveys is Friday 28 August; and local and national results will be published in late-October 2026.
