Government launches consultation on Local Government Reorganisation in Lancashire

Published Thursday 5 February 2026 at 15:52

The Government has launched a consultation on proposals for Local Government Reorganisation (LGR) in Lancashire that will help determine the future shape of local government across the county.

This marks the most significant change to local government in Lancashire in over 50 years, giving residents a once-in-a-generation opportunity to shape how decisions are made, services are delivered, and communities are represented.

At a meeting in November, the Council agreed to submit the proposal for three unitary authorities.

The consultation is open to all residents, businesses, voluntary groups, and local organisations.

This will change how councils across Lancashire are structured and how services are delivered in the future, including in Blackburn with Darwen.

Across Lancashire there are currently 15 councils, including the County Council, two unitary councils and 12 district councils. The Government  asked for proposals that would replace these with fewer, unitary authorities, and five different options have now been put forward.

No decisions have been made yet. The Government will consider consultation responses before making any final decision.
