Education, Health and Care Plans for Children and Young People being delivered on time

Blackburn with Darwen Borough Council’s Children’s Services Team have been recognised for being one of the best teams in England for delivering Education, Health and Care Plans for children and young people with special needs on time.

Education, Health and Care (EHC) plans that have been implemented in the borough show an increase of 47%, year on year, this is compared to a national increase of 10% in numbers.

The Department for Education data shows that 95% of EHC plans are being delivered within the 20 week timescale which means the support is delivered to children and young people who need extra help across Blackburn with Darwen.

In 2022, 174 new EHC plans were issued during the course of the year, compared with 118 in 2021.

Michelle Holt, Head of Service for School Effectiveness and SEND in Children’s Services at Blackburn with Darwen Borough Council, said:

Blackburn with Darwen has consistently performed well over the national average since 2017.

For pupils who are assessed as needing an Education, Health and Care Plan, it is a key priority for the Children’s Services and Education department to ensure that pupils begin to benefit from this being in place in a timely manner.
